Ruhollah Motafakker Azad also stated at the closing ceremony of this event:

Considering the enhanced level of knowledge, the presence of an efficient workforce after the revolution, vast and unique markets in neighboring countries with a population of around 600 million, and the unsaturated consumer market in 15 neighboring countries, we have no alternative but to focus on this ecosystem to drive growth, development, creativity, job creation, and wealth generation for Iran.

Referring to the existing capacities and the ability to seize opportunities, Motafakker Azad said: “Over the past 13–14 years, cautious initial steps combined with prudent risk-taking have demonstrated that we can turn threats into opportunities—something that was once thought impossible.”

Regarding the legislative process for knowledge-based industries, he noted: “Two laws in the knowledge-based sector were passed in the Islamic Consultative Assembly (Parliament) over a decade apart; the first in 2010 (1389 SH) and the second finalized and enacted in 2021 (1400 SH). The first law laid the foundational step-by-step framework, while the second law, building on a decade of experience in the knowledge-based ecosystem, created a new leap in support mechanisms and regulatory frameworks.”

A member of the Parliament’s presidium emphasized: “This progress has occurred within growth centers, alongside the emergence of small companies and the regulatory frameworks established by the government. Parliament acts as a supervisor, supporter, and monitor to ensure the development of knowledge-based companies and heavy locomotive companies in this sector.”

He added: “Naturally, this represents a paradigm shift that, if not managed carefully, could face minor challenges, particularly if smaller countries worry about previous support mechanisms. I believe that progress in large driving organizations will trigger a chain reaction, mobilizing smaller, knowledge-based companies.”

Motafakker Azad concluded: “At the Creative House for Scientific Governance, we are working to ensure that in the 12th Parliament, we witness a greater leap forward in scientific governance, particularly regarding legislation for knowledge-based companies and addressing the country’s future challenges.”
